YAY! I've been looking for this. It's the bar ON the boards and threads, that have the arrow boxes for Prev/Next and page number currently on. It also has the "Select" "Action" "Search" option boxes.

Inner Border sets the lines that look like a tick tack toe board between boards, threads, posts, last post.
Also, it sets the lines at the bottom in the middle/between sections in the Forum Stats area.

(On an open board)
Just like Home page.

(On an opened thread) *
The box around the avatar
the lines in between each post
the line under the timestamp but above the acutal post area
The square box that you type up Quick reply.

* However, the above I tested to see what Inner Border Style was and set it to "dotted" That was not seen on the opened thread view. That stayed solid.

AH took me a while to find it.
